Set your oven to 350°F (175°C). Grease and line two round cake pans (9-inch).

In one big bowl, stir together cocoa, flour, soda, baking powder, salt, and sugar with a whisk.

Toss in eggs, oil, vanilla, and milk. Stir until the mix is smooth and shiny. End by folding in hot water—it'll look thin, but that's fine.

Pour batter evenly into the two pans. Bake 30-35 minutes. A toothpick poked in the center should come out clean.

Leave cakes in their pans for about 10 minutes, then carefully move them to a rack to cool all the way.

Whip butter until it’s airy. Gradually add cocoa, sugar, cream, and vanilla. Beat until smooth and fluffy.

Spread a nice layer of frosting over one cake. Put the second cake on top, then frost the top and sides.
